Yes, you can. It can be cancelled both before it has been approved, and after approval has been granted.
Please note that before cancelling your permit request, it is imperative that you speak with the council/road authority first to discuss the change to your application. The authority can then decide whether a permit is still required. They can be contacted either using the phone number from your job confirmation sheet, or via the inbuilt Message service in PermitMonitor.
If you wish to cancel your request prior to it being approved, this can be done by clicking on the status bar and updating to "Request Cancelled":

If the works are cancelled after the permit has been approved, you will need to change the status from "Approved" to "Works Pending", then to "Works Cancelled":
